HEERF III Emergency Funds

The provides supplemental Higher Education Emergency Relief Fund (HEERF III) dollars to colleges and universities for emergency student grants. The purpose of the money is to award emergency financial aid grants to students that can be used for any component of the student's cost of attendance (COA) or for emergency costs that arise due to coronavirus, such as tuition, fees, food, housing, health care (including mental health care), or childcare.  

As of August 1, 2021, and with the encouragement of the U.S. Federal Government, Â鶹´«Ã½ Administration has approved the use of limited HEERF III funds for individuals who were impacted by COVID-19 and have past due balances at Â鶹´«Ã½ from Spring or Fall 2020 or Spring, Summer or Fall 2021. Students in these categories are eligible to apply for limited Institutional HEERF III funds in order to help resolve their past due balances. Eligible students interested in applying for help with past due balances due to COVID-19 should contact either Geri Landwehr or Marty Somero for more information. Students should be prepared to provide a detailed explanation about how COVID-19 impacted their ability to pay Â鶹´«Ã½ as well as present any requested documentation.

Â鶹´«Ã½ began disbursing additional HEERF III Act funds beginning the week of August 16, 2021 to eligible students who have been impacted by COVID-19. See FAQ below for additional information on eligibility.

As of 3/25/22, Â鶹´«Ã½ distributed 23,827 refunds for $11,135,558.00 in HEERF III Funds and $18,785,772 for 41,212 awards overall.

  • I am a student with need who is eligible for HEERF III Act funding. What do I do?
    • Students impacted by COVID-19 who are enrolled at the University of Northern Colorado for the Spring 2022 semester, and meet the criteria below, will be offered an emergency grant. An email was sent to eligible students on February 24, 2022. Funds were disbursed on February 25, 2022.

    For all eligible students, award amounts are based on the expected family contribution (EFC) associated with their most recent FAFSA; students without a FAFSA are also eligible for an award.

    • Based on enrollment and EFC beginning on October 20, 2021 Â鶹´«Ã½ invited eligible students who required additional financial support beyond previous HEERF III distributions to apply for limited funding (up to $500) to address ongoing need. Â鶹´«Ã½ encouraged students to apply for additional emergency grant funding. Students with 0 EFC were sent an email on 10/20/21, and students who had a Pell eligible EFC were sent an email on 10/26/21. An email was sent on 11/10/21 to students with an EFC category greater than $10,000. Students who did not have a FAFSA on file or a calculated EFC were sent an email on 11/17/21.

    • Students who were enrolled in at least 1 credit hour were allowed the opportunity to certify for funds through September 30, 2021 at which point students were automatically awarded emergency grant funds. These students will receive an email on August 20, 2021. Certification must be completed by September 30, 2021 to receive funds.

    • Eligible students at the University of Northern Colorado during the Fall 2021 semester will be offered an emergency grant based on a sliding scale determined by their Expected Family Contribution (EFC). These students received an email on August 17, 2021.

    Â鶹´«Ã½ received $11 million in HEERF III Act funds to disburse to eligible students. Following federal recommendations and using the FAFSA Expected Family Contribution (EFC), Â鶹´«Ã½ has reviewed students’ socioeconomic status to determine the amount of initial grants. Â鶹´«Ã½ will provide initial grants to eligible students based on the EFC table below:

  • When will I receive my HEERF III Act Money?

    Â鶹´«Ã½ will begin disbursing funds in August 2021. To access these funds, please complete a HEERF III Act certification form confirming that you have incurred expenses in at least one of the areas listed above. Please check your BearMail for this certification form. No additional application is necessary. Once you have completed the form, please allow up to two weeks for processing your emergency grant as funds are limited and will be distributed on a first-come, first-serve basis.

    An email was sent to the BearMail account for eligible students at the University of Northern Colorado for the Fall 2021 semester on August 17, 2021, which included more information and the required link to the certification form. 

    An email was sent to the eligible students at the University of Northern Colorado during the Fall 2020 and/or Spring 2021 semesters on August 20, 2021, which included more information and the required link to the certification form. 

    An email was sent to eligible students on October 5, 2021 who were sent auto awards outlining how they would receive their funding.

    An email was sent to students with 0 EFC on October 20, 2021, and students who had a Pell eligible EFC were sent an email on October 26, 2021 outlining how an eligible applicant would receive their funding.

    An email was sent on November 10, 2021 to students with an EFC category greater than $10,000. Students who did not have a FAFSA on file or a calculated EFC were sent an email on November 17, 2021. Both of these emails included a link to the application and an outline of how funds would be distributed for eligible applicants. 

    Eligible students at the University of Northern Colorado received an email in their BearMail account on January 12, 2022. This email included more information about grant distribution and the required link to the certification form. Students will have until February 4, 2022 to certify for funds.

    An email was sent on February 10, 2022 to eligible students who were enrolled for Spring 2022 and received automatic awards based on same EFC eligibility ranges.

    Students impacted by COVID-19 who are enrolled at the University of Northern Colorado for the Spring 2022 semester, and meet the criteria below, will be offered an emergency grant. An email was sent to eligible students on February 24, 2022. Funds were disbursed on February 25, 2022.

  • How will I receive my HEERF III Act money?

    All HEERF III funds will be processed through student accounts. You will have the choice of receiving these funds in full or having them applied to your student account.

    If you elect to receive a full refund of HEERF III funds, then they will be directly deposited into bank accounts for students who are enrolled in direct deposit (learn how to set up a direct deposit here). Please make sure your bank account information is up to date. Students without direct deposit  will receive a refund check in the mail and should make sure their address is up to date in Ursa.

    Note: If you still have a balance on your student account in Ursa, remember you are still responsible for payment of that balance.

    If you have not reset your password within the last 365 days, please do so before accessing Ursa or OnBase. Please visit our website for instructions on resetting your password.     If you chose to have your HEERF III funds applied to your student bill, you will see those funds as a credit on your account in Ursa. Any refund from these grants will be directly deposited into bank accounts for students who are enrolled in direct deposit.

  • What if I still owe Â鶹´«Ã½ for tuition or other expenses?

    All HEERF III funds will be processed through student accounts. You will have the choice of receiving these funds in full or having them applied to your student account.

    If you choose to get the full refund and or still owe a balance on your student account in Ursa after it is applied to your account, then you are still responsible for payment of that balance.

  • Will HEERF III Act funds impact my current or future financial aid?

    No. This funding is not financial aid, it is an emergency relief funding from the U.S. Congress.

  • Will I have to pay taxes of HEERF III Act funds?

    The IRS recently announced that emergency grants provided to students under the first CARES Act, HEERF II and this most recent HEERF III Act are not to be included in a student’s gross income and, thus, are not taxable.

HEERF II Emergency Funds

The recently enacted provided supplemental Higher Education Emergency Relief Fund (HEERF II) dollars to colleges and universities for emergency student grants. The purpose of the money is to award emergency financial aid grants to students that can be used for any component of the student's cost of attendance (COA) or for emergency costs that arise due to coronavirus, such as tuition, fees, food, housing, health care (including mental health care), or childcare.  

The University of Northern Colorado is distributing over $4.1 million in HEERF II Act funding in a way that prioritizes eligible students with the greatest demonstrated need and ensures that funds are distributed as widely as possible. This pool of funding will be allocated to students through various methods. First, more than three-fourths of the funds, nearly $3.5 million, was allocated directly to all students with the amount of each student’s emergency grant being determined on a sliding scale based on their . The next round of funds was made available through an application process to eligible students enrolled in spring 2021 semester who continued to face significant financial hardship.

Students enrolled in spring 2021 who were eligible for HEERF II funds received emails between late May and June indicating they have remaining eligibility if they continued to face significant financial hardship.

The remaining HEERF II funds will be made available to eligible students who are enrolled in summer 2021 semester. An email was sent to students’ BearMail on July 6 and included a link to the certification form.

  • What if I need financial assistance during the 2021-22 academic year?

    We know that the financial impact of COVID-19 on our students and their families will not be limited to the spring semester and that some students will need to request additional support to continue their studies in the summer, fall, and next spring.  We are hoping that even more additional federal Cares funds may become available.     Â鶹´«Ã½ HEERF II grant assistance, automatic awards will be made to students who are Title-IV aid eligible. This means students should have an eligible FAFSA on file with Â鶹´«Ã½. Recent federal guidance further clarified who may receive HEERF II Act funds and unfortunately, the U.S. Department of Education does not allow HEERF II grant assistance to be used for international, ASSET, DACA, or undocumented students.  

    Â鶹´«Ã½, however, has set aside a limited amount of donor funds for undergraduate and graduate students who are not eligible for HEERF II Act funding. Non HEERF II eligible students may apply at:

  • Do I have to file a FAFSA to receive HEERF II Act funds?

    Â鶹´«Ã½ encourages all students to file a FAFSA in order to prove Title-IV eligibility.

    Â鶹´«Ã½ HEERF II fund assistance, automatic awards will be made to students who are Title-IV aid eligible. This means students should have an eligible FAFSA on file with Â鶹´«Ã½.

    Students who wish to be considered for HEERF II based upon Title-IV eligibility in spring 2021 and have not filled out a 2020-21 FAFSA can file for FASFA Students who file a FAFSA after the date on these notifications of eligibility from Â鶹´«Ã½ should work with the Office of Financial Aid in order to determine possible eligibility.    

    Remaining HEERF II funds will be made available to other eligible students with demonstrated and documented additional need through an additional review. Students who are enrolled in spring 2021 and/or summer 2021 courses may be eligible for additional HEERF II Act funds. The criteria and process to apply for summer 2021 was sent to eligible students’ BearMail in early July.

  • I am a student with need who is eligible for HEERF II Act funding.  What do I do? 

    HEERF II Act funding for eligible students will be distributed in two ways:

    1. Direct funds will be made to Title-IV eligible students taking into account socioeconomic status as requested by the U.S. Department of Education.   • I am an eligible student. How much will I receive?

    Â鶹´«Ã½ received $4,107,567 of HEERF II Act funds to disburse to over 6,500 Title-IV eligible students. Following federal recommendations and using the FAFSA , Â鶹´«Ã½ has reviewed students’ socioeconomic status to determine the amount of initial grants. Â鶹´«Ã½ will make approximately $3.5 million in grants to eligible students based on the EFC table below:

    Students with an outstanding bill for the spring 2021 semester and were impacted by COVID-19 are eligible to receive funds.  Funds will be available to those who are eligible as long as they complete the certification process by June 7, 2021.  Students can request to have their funds applied to their outstanding balance at Â鶹´«Ã½ through the certification process.

    If funds remain in July, students registered for the summer 2021 term who are eligible for Title IV funds may be eligible for additional disbursements based on their EFC. 

    Â鶹´«Ã½ has identified additional HEERF II funds for eligible students for the summer 2021 semester who have been impacted by COVID-19 and will provide grants to eligible students based on their expected family contribution (EFC). See table below:

    Â鶹´«Ã½ recognizes that the need for student support extends beyond what is allowed through the federal HEERF II Act and has set aside a limited amount of donor funds to support international, undocumented, and DACA undergraduate and graduate students. The Office of Financial Aid will directly contact ASSET/DACA students.

2020 - CARES Act Emergency Funds

The U.S. government recently enacted the federal to provide money to colleges and universities for emergency student grants. The purpose of the money is to give emergency grants to students for specific expenses that are a direct result of the disruption of campus operations due to the coronavirus.  Â鶹´«Ã½ has signed and returned to the Department of Education the Certification Agreement to assure that we intend to use, no less than 50 percent of the $7,650,214 received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.

The University of Northern Colorado will distribute $3,825,107 in CARES Act funding in a way that prioritizes eligible students with the greatest demonstrated need and ensures that funds are distributed as widely as possible. This pool of funding will be allocated to students through two methods. First, more than two-thirds of the funds, nearly $2.6M, was to be allocated directly to all Title IV-eligible students with the amount of each student’s emergency grant being determined on a sliding scale based on their Expected Family Contribution. (As of January 4, 2021, Â鶹´«Ã½ has made 7,126 CARES refunds for a total of $3,542,646.42).  The remaining funds have been made available through an application process to students enrolled in fall 2020 semester with a small amount to be used for spring 2021 students who continue to face significant financial hardship. is a requirement to receive CARES Act assistance through the direct allocation or application process, as directed by the Department of Education.

  • I am a student with need who is eligible for CARES Emergency Act funding. What do I do?

    CARES Act Emergency funding for eligible students will be distributed in two ways:

    1. Direct funds will be made to Title IV eligible students taking into account socioeconomic status as requested by the US Department of Education. The university will communicate directly to those recipients about CARES Act funds through their . These students did not need to submit an application to receive this portion of CARES Act Emergency funds but will be required to certify their needs for funding. Title-IV eligible students can certify their Spring 2021 needs in late January.
    2. Remaining CARES Act Emergency funds will be made available to Title IV eligible students with demonstrated and documented additional need through a separate application process. Students who are in 2021 spring courses and were also students in spring 2020 may be eligible for additional CARES Act Emergency funds and can 
  • What if I need financial assistance during the 2020-21 academic year?

    We know that the financial impact of COVID-19 on our students and their families will not be limited to the spring semester and that some students will need to request additional support to continue their studies in the summer, fall, and next spring. We have set aside a third of the funding provided by the Department of Education—about $1.2M—to address ongoing need and support students as they continue to work toward degree completion. 

    Information on how to apply for additional support for the fall 2020 and spring 2021 semesters will be shared with students as soon as the application opens for those semesters. About 10% of these funds have been set aside for spring 2021.

    Â鶹´«Ã½ students who meet the following criteria can apply for additional CARES Act funds for Fall 2020:

    • Title IV-eligible for Fall 2020
    • Enrolled in Spring 2020 Â鶹´«Ã½ on-campus courses
    • Currently enrolled in Fall 2020 on-campus courses (can be enrolled in online courses, however, cannot be enrolled in distance- and online- only programs)

    Students will be able to apply to receive additional CARES Act funds for Fall 2020 qualified expenses in early September. Applications will be evaluated on the timeliness of the submission, urgency and severity of the student’s hardship, and availability of funds. Since funds are limited, submission of an application for additional emergency grant funding does not guarantee that you will receive additional emergency grant funding.

    Title IV eligibility is a requirement to receive CARES Act assistance through the direct allocation or application process, as directed by the Department of Education. We know that many other students are in need of additional support. Â鶹´«Ã½ has partnered with Â鶹´«Ã½ donors to make additional resources available. Thanks to the generosity of an anonymous donor, Â鶹´«Ã½â€™s DACA students will receive grants through the Office of Financial Aid that are equal to those that will be provided to students through the direct allocation of emergency grants through the CARES Act.

    We have also received additional support from dozens of generous donors for the Â鶹´«Ã½ Disaster Relief Scholarship, which can be made available to students regardless of residency, citizenship, or Title IV eligibility in the Fall semester. Students can apply for .

  • What expenses can be considered for CARES Act Emergency funding?

    The following is a list of expenses that can be considered for CARES Act Emergency grant assistance if they were incurred in "direct relation to the disruption of campus operations due to the coronavirus:"

    • Food
    • Housing
    • Course materials
    • Healthcare
    • Childcare
    • Technology-related expenses (such as having to buy a computer when courses were moved online)
    • Transportation (such as having to fly home because classes were canceled or having to return from study abroad when the program was canceled)

    The CARES Act stipulates that the emergency funds cannot be used to replace a loss of income or to pay for student expenses that are not directly related to the disruption of campus operations due to the coronavirus pandemic. For students filing a , the Office of Financial Aid may be able to take loss of income into consideration for other institutional, state or federal aid.   • Who is eligible for CARES Act Emergency funding? 

    The US Department of Education states only students who are Title IV eligible can receive CARES Act Emergency funds. This means students should have an eligible FAFSA on file with Â鶹´«Ã½. Recent federal guidance further clarified who may receive CARES Act Emergency funds and unfortunately, the US Department of Education does not allow CARES Act Emergency funds to be used for international, Asset, DACA, undocumented students or for any student who was exclusively in an online program currently. 

    Â鶹´«Ã½, however, has set aside a limited amount of donor funds for undergraduate and graduate students who are not eligible for CARES Act funding. More information will follow about availability and disbursement of those funds.

  • Do I have to file a FAFSA to receive CARES Act Emergency funds? 

    Yes, Â鶹´«Ã½ encourages all students to file a FAFSA in order to prove Title IV eligibility.

    Students who wish to be considered for CARES Act funding by application in Fall 2020 and have not filled out a 2020-21 FAFSA can .

    Students who are attending Â鶹´«Ã½ in the 2020-21 academic year are encouraged to complete a 2020-21 FAFSA in order to receive CARES Act funds by application, as well as other grants that may be made available.

  • I am a student with need who is eligible for CARES Emergency Act funding.  What do I do? 

    CARES Act Emergency funding for eligible students will be distributed in two ways:

    2. Remaining CARES Act Emergency funds will be made available to Title IV eligible students with demonstrated and documented additional need through a separate application process that will be coming soon.
  • I am an eligible student. How much will I receive?

    Â鶹´«Ã½ received $3,825,107 of CARES Act Emergency funds to disburse to over 6,500 Title IV eligible students. Following federal recommendations and using the FAFSA , Â鶹´«Ã½ has reviewed students’ socio-economic status to determine the amount of initial grants. Â鶹´«Ã½ will make approximately $2,600,000 in grants to eligible students, based on the EFC table below:

  • When will I receive my CARES Act money?

    Â鶹´«Ã½ will begin disbursing funds early September for fall 2020. To access these funds, you must complete a CARES Act certification form (coming soon) confirming that you have incurred expenses in at least one of the areas listed above. No additional application is necessary. Once you have completed the form, please allow up to two weeks for processing your emergency grant. As funds are limited and will be distributed on a first-come, first-serve basis. 

  • How will I receive my CARES Act money?

    All emergency grants will be processed through student accounts. Emergency grants will be directly deposited into bank accounts for students who are enrolled in direct deposit. Students without direct deposit will receive a refund check in the mail.

  • What if I owe Â鶹´«Ã½ for tuition or other expenses?

    The full amount of the emergency grants will be given directly to the student, and Â鶹´«Ã½ will not hold the funds to pay any outstanding balance owed to Â鶹´«Ã½.

    Students who wish to pay their bill with these funds will have to initiate that payment themselves on or by mailing a check to the Â鶹´«Ã½ Cashier’s Office at Campus Box 14, Greeley CO 80639.

  • Will CARES Act Emergency funds impact my current or future financial aid?

    No. This funding is not financial aid, it is an emergency relief funding from Congress.

  • Will I have to pay taxes of CARES Act funds?

    The IRS recently that emergency grants provided to students under the CARES Act are not to be included in a student’s gross income and thus are not taxable.

  • What can I do if I am not eligible for CARES Act Emergency funding, but have need?

    Â鶹´«Ã½ recognizes that the need for student support extends beyond what is allowed through the federal CARES Act and has set aside a limited amount of donor funds to support international, undocumented, and DACA undergraduate and graduate students as well as any student who was exclusively in an online program currently.  Students not eligible for CARES Act funds may apply for limited resources here. Since funds are limited, submission of an application for emergency funding does not guarantee that you will receive said funding.
